The Municipal Master Plan of Porto (PDM) is the city's key territorial management tool, establishing rules and guidelines for land use, occupation, and transformation throughout the municipality. Originally approved in 2006, the PDM guides urban development while protecting Porto’s cultural, architectural, and urban identity and promoting environmental and socioeconomic sustainability.

In response to recent territorial transformations and demographic, economic, and social changes, the PDM has undergone revisions and adaptations to meet contemporary challenges. Its core objectives include enhancing citizens’ quality of life, demographic recovery, reduction of social and spatial inequalities, strengthening regional and international economic competitiveness, and safeguarding the city's historic and cultural heritage.

The new PDM proposes innovative solutions and a reformist vision favouring urban densification, improved mobility (including sustainable transport modes), and the promotion of traditional commerce, creating conditions for a more resilient, inclusive, and globally competitive city.
